The impact of circular migration on source countries: a simulation exercise

Quantifications of the overall effects of Circular migration schemes on home countries are scant. This research paper draws upon a global integrated assessment model in order to provide some quantification of the possible effects of different types of circular migration patterns and compares them with traditional permanent migration. In the simulations for four countries (Sierra Leone, Ghana, Vietnam and Moldova), research results suggest circular migration programmes yield better outcomes than permanent migration due to the productivity gains induced in the home countries by returning migrants.

Urbanisation is happening on a huge scale in developing countries, and is set to continue – in part driven by rural-urban migration. If planned and managed well, both urbanisation and migration can benefit both sending and receiving areas. However, governments around the world often take a pessimistic view of migration to cities and institute policies that actively seek to discourage it. One instrument used to exclude migrants by reducing their legal status in cities is personal identification and urban registration.

The series is interdisciplinary in nature, including papers by geographers, economists, anthropologists and political scientists. It captures evidence from a range of low-income countries. The series is policy-focused: as well providing insights into the nature of spatial poverty in low-income countries, our hope is that the series provides tractable and realistic policy advice on how policies and programmes can think through and address poverty resulting from spatial disadvantage.
