<div>This note offers a simple, flexible and powerful methodology â the network functions approach (NFA) â that can be applied to analyse and strengthen humanitarian and development networks. Based on research undertaken at ODI and elsewhere, the NFA suggests there are six overlapping functions that different networks perform in varying combinations. Through reflection on a networkâs current activities and how they relate to each of these functions, the NFA helps those facilitating, acting within or supporting networks to work towards an âidealâ functional mix. The aim is for network strategies to be honed, thinking clarified, activities sharpened and ultimately, humanitarian performance improved.</div>

The following case study of state responses to disasters in El Salvador was undertaken in the context of a broader project on âThe Role of Affected States in Humanitarian Actionâ, overseen by the Overseas Development Institute. It sets out to examine the degree to which the Salvadoran state, in the aftermath of decades of conflict, assumed responsibilities for meeting humanitarian needs during three natural disasters that affected the country between 2001 and 2005, and how the stateâs response has evolved since 2005. The analysis encompasses the actions of international aid actors and donors during these disasters, and their past and current support for state mechanisms for prevention and preparedness. Research was carried out during a ten-day mission to El Salvador in November 2007.

A vital question runs through the four chapters of the 7th ALNAP Review of Humanitarian Action: Do all of our humanitarian efforts add up to the good we intend? An additional question provides an important sub-theme: what is the role of collective action in assessing and improving humanitarian impacts? Addressing these questions, the volume explores critical issues involved in the development of mechanisms for assessing and improving the performance of humanitarian actors. The challenge is large for several reasons acknowledged by the authors in each chapter.

<div>Despite the complexity and interconnectedness of problems faced in humanitarian and development work, they are often approached in an overly simplistic manner, informed by linear ways of thinking. This paper draws on the science of complexity to outline an alternative approach to analysing and understanding these problems. It explores and explains ten key concepts of complexity science and considers their implications for development and humanitarian work.  It concludes that complexity science can enable those thinking about and working on these problems to better understand and adapt to the complexities of the real world. Its findings will be of particular interest to those working on processes of change - be they researchers, policy analysts and advisors, evaluators or managers who are working on change and reform initiatives.</div>
